RESOLUTION NO. 01, S-2021
REVISED GUIDELINES ON THE MANAGEMENT OF CASES & COORDINATED ACTION IN LIGHT OF LOCAL TRANSMISSION OF COVID-19 IN THE MUNICIPALITY
WHEREAS, a Memorandum from the Executive Secretary dated January 1, 2021 placed Region I including its provinces and constituent LGUs under MGCQ from January 1–31, 2021, without prejudice to community quarantine reclassification based on risk assessment and necessity;
WHEREAS, the DOH in its December 17, 2020 press release anticipated the surge in additional COVID-19 cases due to the holiday season, which appeared to be the case in the municipality as it reported seven (7) additional cases in December 2020 and eleven (11) cases in January;
WHEREAS, heeding the caution of the National Government against COVID-19 superspreader event and the existence of variants that pose greater health risk, the LGU Asingan, thru the Local Task Force Against COVID-19 deems it imperative to implement stricter protocol in terms of mobility, conduct of events, and observance of minimum public health standards;
NOW, THEREFORE, on motion of Dr. JESUS G. CARDINEZ, duly seconded by Engr. EMETERIO E. LAROYA, it was
RESOLVED, AS IT IS HEREBY RESOLVED, that the Municipality of Asingan shall adopt the following revised guidelines, specifically:
1) ROFs, LSIs, migrants, and travelers from NCR & high-risk areas seeking entry into the municipality must report directly, without any detour or diversion, to:
a. Asingan Triage Facility (Alpha Pools) – Monday–Friday, 8:00 AM – 5:00 PM
b. Rural Health Unit – Saturday & Sunday and after office hours
2) ROFs, LSIs, migrants, and travelers from NCR & high-risk areas shall be strictly regulated, requiring them to present the following:
a. Original copy of Medical Clearance Certificate issued by LGU/Agency of origin not later than three (3) days prior the arrival
b. Original copy of Negative RT-PCR Test result
c. Travel Authority from the LGU of Origin
d. Letter of Acceptance issued by the Asingan MDRRMO
Travelers with none or lacking documents shall be flagged at the border and transferred to Triage Area for necessary testing and quarantine;
3) Age-based stay-at-home protocol remains enforced:
a. Age 14 and below must remain at home
b. Age 15–17 are allowed to go outside provided they are accompanied by their parents or adult guardians
c. Age 18-65 are allowed to go outside primarily to access basic goods, report to work, or attend to emergency situations
d. Age 66 and above must remain homebound
e. People with health risk due to co-morbidity (hypertension, diabetes), immunodeficiency, or dreaded diseases must remain indoors;
4) Curfew hours from 9:00 PM to 4:00 AM the next day will be in effect pursuant to the Provincial Ordinance No. 252, series of 2020; and
5) All households, commercial establishments, and the LGU are strictly enjoined to observe minimum public health and safety standards and abide by existing national and local rules and regulations.
