EXECUTIVE ORDER NO. 033, S-2021
ADOPTING STRICT IMPLEMENTATION OF MGCQ CLASSIFICATION IN THE MUNICIPALITY OF ASINGAN, PANGASINAN FOR THE MONTH OF AUGUST 2021 AMID THE THREAT OF COVID-19 DELTA VARIANT
WHEREAS, it is the declared policy of the State to promote and protect the right to health of its citizens as mandated by Article 2, Section 15 of the 1987 Constitution, and the exercise of necessary, appropriate, and incidental powers by the Local Government Units (LGUs) for the efficient and effective governance, and those which are essential to the promotion of the general welfare as embodied in Section 16 of the Republic Act No. 7160 or the Local Government Code;
WHEREAS, Section 444(b)(1)(vii) of the Local Government Code authorizes the Local Chief Executive to carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities;
WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) issued the Omnibus Guidelines for the Implementation of Community Quarantine in the Philippines, amended on 20 May 2021, which prescribes health and quarantine protocols for the different risk classifications in the country in concurrence with its most-recent issuance by way of Resolutions;
WHEREAS, as of 31 July 2021, the country recorded 1,597,689 Covid-19 cases nationwide, with the threat of variants Alpha (B.1.1.7), Beta (B.1.351), Delta (B.1.617.2), and Gamma (P.1) reported by the DOH, UP-PGC, and UP-NIH; subsequently an unprecedented sustained increase of recorded infections in the Province of Pangasinan where Asingan reports 311 cases of which 17 are active;
WHEREAS, it is imperative to implement additional measures to ensure the utmost health and safety of our constituency now that Covid-19 variants have been reported and detected among the metropolitan population who will likely travel to provinces and towns unless restrictions are set in place;
NOW, THEREFORE, I, Engr. CARLOS F. LOPEZ, JR., Municipal Mayor of Asingan, Pangasinan, premises considered, by virtue of the powers vested in me by law, do hereby order the Adoption of Strict Implementation of MGCQ in the Municipality of Asingan, Pangasinan for the Month of August 2021 in View of the Threat of Covid-19 Delta Variant:
GENERAL GUIDELINES
1. Strict observance of minimum public health and safety protocols:
a. For individuals: wearing of face mask and face shields, physical distancing, hand and respiratory hygiene, and actively seeking and sharing correct and relevant information on Covid-19;
b. For establishments: compliance with Safety Seal Certification pursuant to DILG-DOLE-DTI-DOT-DOH Joint Memorandum Circular (JMC) No. 01-2021. Business establishments awarded with Safety Seal Certification shall be allowed to operate at an additional 10% percentage points beyond the prescribed on-site capacity or venue/seating capacity.
2. Age-based stay-at-home restriction is enforced. Any person below 5 years old and above 65 years old, those with comorbidities, health risks, and are immunocompromised must remain homebound, except for emergencies or to obtain essential supplies.
a. Persons aged 15-17 years old and above 65 years old can leave their residences for the purpose of PhilSys Registration Step 2 (Source: IATF Resolution No. 114-2021);
b. Fully-vaccinated senior citizens may leave their residences except for interzonal movement. They must present their duly issued Covid-19 Vaccination Card for verification. (Source: IATF Resolution No. 120, 123-C, and 125, s. 2021).
3. The province-wide curfew hours remain in effect from 9:00 PM to 4:00 AM the next morning, with exceptions of health, emergency, government, frontline, essential, and night shift workers.
4. Travelers are required to use S-PaSS (Safe, Swift, and Smart) Passage by registering to https://s-pass.ph to obtain an approved Travel Coordination Permit (TCP) or Travel Pass-Through Permit (TPP).
Asingan residents who will travel to areas declared under MECQ, GCQ, and other high-risk areas, regardless of their date of return, must apply for S-PaSS, and upon arrival, must still undergo symptom check at the Triage Area or Rural Health Unit and their respective Barangay Hall.
5. Travelers need not present/obtain Travel Authority, Medical Clearance Certificate, or Letter of Acceptance, but must secure an approved TCP or TPP using the S-PaSS.
6. Travelers, including fully-vaccinated individuals, from areas with higher quarantine classifications shall continue to present negative RT-PCR test results taken three (3) days prior the arrival AND must undergo health evaluation at the Triage Area (8:00 AM to 5:00 PM Monday to Friday) or at Rural Health Unit AND at their respective barangay (after office hours, weekends, and holidays) before gaining entry into the municipality. Vaccination cards will not be accepted in exchange for swab test for interzonal movement.
7. The following activities shall remain prohibited effective 1-31 August 2021:
a. Cockpit operations and cockfighting in the barangays (Source: Omnibus Guidelines for the Implementation of Community Quarantine updated as of 20 May 2021); and
b. Operation of videoke and karaoke in public places and outside of residence.
8. All mass gatherings including face-to-face meetings, conventions, conferences, and exhibitions (MICE) are highly discouraged. Religious gatherings are allowed only if the participants are limited to 75% seating/venue capacity by obtaining approval through a written permit from the local government, the PNP Asingan, and the barangays.
9. Holding of weddings, baptisms, and funeral services shall be limited to 50% of venue capacity and must be coordinated with and approved by the Office of the Mayor. Neurological services, funeral wakes (lamay), and inurnment shall be limited to three (3) days only with a limited number of people allowed to participate in the funeral procession.
For confirmed, suspected, or probable Covid-19 deaths, regardless of community quarantine status, only adult family members of the deceased are permitted to attend the funeral. Large gatherings at crematorium or burial grounds are prohibited, there will be no viewing of cremains.
The funeral, crematorium, or burial service providers shall enforce minimum public health protocols and ensure contact tracing forms are properly accomplished for inspection of authorized LGU personnel when warranted.
10. The PNP and LGU’s authorized force multipliers shall setup checkpoints at the border and conduct barangay patrols to ensure compliance with health protocols, including symptom checks and the prescribed 50% capacity limit of vehicles and wearing of facemasks.
11. Barangay officials are directed to monitor compliance with the provisions of this Order including community patrolling, monitoring celebrations and gatherings, information dissemination, coordination, and recording of arrivals through their respective BHERTs.
PROVISIONAL GUIDELINES
1. The ban on retail of liquor and alcoholic beverages is hereby lifted, provided that consumption shall strictly follow minimum public health protocols, and subject to the rules and regulations of the existing Municipal and Barangay Ordinances.
2. Indoor and outdoor non-contact sports, games, and scrimmages are allowed provided that physical distancing and health protocols are observed.
3. Pursuant to IATF Resolution No. 125, s. 2021 and per the agreement during the Asingan Task Force Against Covid-19 meeting on 13 July 2021, children aged five (5) and above shall be allowed to go outside provided they are accompanied by their parents or guardians as they observe minimum public health standards. Corollary of these issuances, the Asingan Public Plaza shall be opened to public with the following rules:
a. It shall be opened from 5:00 AM to 8:00 PM
b. Minimum public standards such as wearing of face mask and face shield before entry, 1-meter physical distancing, and observance of cough hygiene
c. Only children aged 5 years old and above with their parents and guardians shall be allowed entry and use the facilities and equipment inside the Public Plaza
d. LGU personnel are instructed to monitor compliance with minimum public health standards and applicable maximum venue capacity per recent IATF issuances
e. Ensure orderliness, cleanliness, and proper waste disposal at all times
f. The public is encouraged to actively monitor their health and wellness and report any untoward incidence to the local health and/or peace authority
LOCAL VACCINATION PROGRAM. Owing to the urgency of the developing situation in which the country is faced with the threat of local transmission of Delta (B.1.617.2) variant–a highly-transmissible virus, apart from already existing Covid-19 strains, it is but imperative to aggressively conduct vaccination in Asingan:
1. Strict adherence to the National Deployment and Vaccination Plan for Covid-19 Vaccines and DOH Circular No. 2021-0101 on the Masterlisting and Allocation Planning for Priority Groups:
2. Pre-registration is conducted in the Barangay through the respective Senior Citizen Presidents (A2), Barangay Health Workers (A3 & A4).
3. Coordinate with the Asingan Covid-19 Vaccination Coordinator Mrs. Marilou O. Torio – Nurse II for schedule of vaccination, vaccine education, and grievance.
EFFECTIVITY
This Executive Order shall take effect immediately unless sooner amended, revised, or revoked.
