RESOLUTION NO. 06, S-2020 DECLARING THE TEMPORARY RESTRICTION ON ENTRY OF LOCALLY-STRANDED INDIVIDUALS (LSIs) IN ASINGAN WITHOUT COMPLETE DOCUMENTS IN LIGHT OF THE SHORTAGE OF SPACE IN ITS QUARANTINE & ISOLATION FACILITIES AND MANDATORY REPORTING OF ROFs AND APOR TO LOCAL HEALTH AUTHORITIES AND THE BARANGAY
WHEREAS, the Municipality of Asingan has tallied two (2) active COVID-19 cases, one (1) active suspect case, and 206 active persons under monitoring as of September 16, 2020;
WHEREAS, due to the unabated influx of locally-stranded individuals (LSIs , repatriated/returning OFWs, and authorized persons outside of residence (APOR), seeking entry into the municipality, the Quarantine Facility and Isolation Unit of Asingan can no longer accommodate individuals who may need health monitoring and isolation;
WHEREAS, several issuance including Memorandum No. 77, S-2020 dated August 28 required LSIs to present the following requirements (original document) prior their entry, namely:
1. Travel Authority from LGU of origin;
2. Medical Clearance from LGU/MHO of origin issued not more than three (3) days prior the arrival; and
3. Valid ID, Birth Certificate, or any proof of residence.
WHEREAS, LSIs with incomplete requirement or none at all are previously directed to the quarantine facility or isolation unit for 14-day quarantine and testing. However, the shortage in bed capacity requires changes in the process of allowing LSIs into the municipality;
WHEREAS, per the recommendation of the Asingan Task Force Against COVID-19 in its meeting on September 16, 2020, the below changes are hereby adopted and enforced:
1. LSIs who have private vehicles will not be allowed entry if they have incomplete requirements. They shall be asked at the border to return to their LGU of origin to gather the required requirements;
2. LSIs who gained entry by other means (walking, commuting) shall report directly to the Municipal Health Office (8:00 AM to 5:00 PM) or their respective Punong Barangay/BHERTs (after office hours) for health evaluation and documentary assessment.
3. Stranded ROFs and APORs who arrived in the municipality are still advised to report to MHO/PB/BHERTs to undergo health assessment.
NOW, THEREFORE, on motion of Dr. JESUS G. CARDINEZ, duly seconded by PMAJ LEONARD B. ZACARIAS, it was RESOLVED, AS IT IS HEREBY RESOLVED, that temporary restriction and stringent regulation on the entry of LSIs and mandatory reporting of ROFs and APORs to the local health authorities shall be enforced subject to fines and penalties for any violation of existing laws and ordinances;
